The Department of Cultural Cooperation, Education and Research (DCO) is the department of the Dutch Ministry of Foreign Affairs that deals with education and research capacity in developing countries. The department is also responsible for the theme culture and development. The Ministry of Education, Culture and Science and DCO are jointly responsible for International Cultural Policy (ICB) and the HGIS Culture Funds. The objective of International Cultural Policy is to reinforce the cultural infrastructure and to encourage Dutch cultural expressions abroad.

The Ministry of OC&W is the Ministry in the Netherlands that is responsible for education and culture. The Ministry of Foreign Affairs and the Ministry of Education, Culture and Science are jointly responsible for International Cultural Policy and the HGIS Culture Funds.

HGIS Culture Funds

The Dutch State Secretaries of Foreign Affairs and Education, Culture and Science are jointly responsible for the way the HGIS Culture Funds are spent. HGIS stands for Homogenous Group International Cooperation. The HGIS Culture Funds are sums of money made available by the Dutch government to give shape to the International Cultural Policy. Large-scale projects are supported with these funds, with special attention for the themes such as ‘The Netherlands Free Port (Nederland Vrijhaven)' and ‘Cultural Heritage'. There is a preference for so-called priority countries and for large-scale events. Part of the HGIS budget is intended for small-scale activities.

Small-scale Embassy Projects (KAP)

Applications for funding small-scale local initiatives can be submitted through Dutch embassies. This programme is ideal for offering support to, for example, founding small non-governmental organizations (NGOs) and making contributions to NGOs for the benefit of activities in the fields of knowledge transfer, culture and providing citizens with information.

Cultural Embassy Projects Programme (PCAP)

The so-called priority countries that are appointed on the basis of international cultural policy, have Dutch representation with their own culture budget. Local cultural projects can be financed with this programme. Cultural projects in non-priority countries can be supported through the International Cultural Policy Programme. This is also arranged via the Dutch embassies.

The objective of the Danish Center for Culture and Development (DCCD) is to encourage cultural cooperation between Denmark and developing countries. DCCD is a department of the Danish Ministry of Foreign Affairs. DCCD grants subsidies for presentations and encouragement of art and culture in Denmark, but also for exchange and cooperation projects between cultural sectors in developing countries and Denmark.
